The bystander is a person who sees the bullying taking place, and behaves like this: They don't know what to do, so they don't do anything They are scared that if they help the victim, the bully will turn on them They feel guilty about not doing anything to help They feel powerless to do anything, because they aren't in control They don't want to be a tell-tale if they report the bullying They feel unsafe, and unable to take action
